Muwagga Mugagga Anthony is a Professor of Educational Foundations and Management at the School of Education, Department of Foundations and Curriculum Studies, College of Education and External Studuis (CEES) Makerere University. He is the Principal of CEES. He formally served as Deputy Principal of CEES 2013-2017 and the Ag. Director Institute of Education Research (IER) of CEES 2017 to 2021. He is a seasoned scholar and higher education leader. He teaches Philosophy of Education, Teachers’ Professional Ethics and Education Policy Issues. He has been involved in Issues pertaining to Education policy and pedagogy at all levels of education in Uganda from Pre-school (Nursery) to university level. He has risen from a simple school class teacher at Uganda Martyrs Senior Secondary school (1994-2000) to now a full Professor of Education at Makerere University. With now over 20 years of teaching,

conducting research, and mentoring both undergraduate and graduate students at Makerere University, Prof. Mugagga has supervised more than 70 graduate students to completion, as well as mentoring 60% of the junior academic staff at CEES and other colleges of Makerere University as well as other public and private universities in Uganda. Prof. Mugagga has widely researched and published more than 70 peer reviewed articles, book chapters, and books that focus on teacher education, teacher ethics and education technology.
